Wow, this is an interesting concept. Trying to rally people into becoming watch dogs sounds oddly familiar to me. This fear-tactic works well as a form of surveillance and really enforces Foucault's theory of power through the panopticon. I, for one, will be taking more photos. If terrorism is designed to encroach on people's freedom, then we gotta start watching out for those 'sleepers' amongst us more than anything...
